Are all Texans clueless on how to drive on snow, or just 99.9% of them?

Snow is just a myth that the insurance companies started for an excuse to raise rates. I have been driving in Phoenix for years, and although I have heard many scare tactic stories, there hasn't been any snow that I could see.
